Peak-hour congestion, reduced regional mobility, and mounting safety concerns reflect an interchange configuration that was never designed for current demand, let alone the growth still coming. As one of the City's primary regional gateways, the cost of inaction compounds with every development cycle.

B&A assisted Indio in securing $30 million in Surface Transportation Block Grant funding through FHWA and SCAG to advance the Monroe Interchange Improvements Project. Behind it sits a rail line, Pacific Coast Highway, a wastewater lift station, a water treatment plant, and electrical infrastructure. Sea level rise and intensifying storms are accelerating the timeline. Losing this beach doesn't just mean losing coastline. It means losing the systems that keep a region running.

B&A managed the full lifecycle of a FEMA BRIC grant application on behalf of Orange County Parks, from eligibility assessment through final submission, navigating California's Office of Emergency Services (CalOES) review process to secure $9.8M for the construction of a nature-based coastal berm: vegetated dunes and cobbles engineered to restore and protect the eroding shoreline.
