The City of Celina (population 18,000) had several existing playgrounds, all designed for children ages one to seven, all ADA-accessible, but none classified as inclusive by local or federal standards. Children of all abilities had nowhere to play together. The full project vision exceeded what a single grant cycle could fund, and the City needed a strategy that matched its ambitions to its capacity to deliver.

B&A developed a two-phase grant strategy, writing and managing sequential TPWD Local Parks Grant applications timed to maximize available funding and align with Celina's implementation capacity. Phase one established the inclusive playground. Phase two expanded it and added major new recreation infrastructure. B&A managed both awards from funding award to full closeout.
