Texas Communities: The 2026 SWIFT Funding Cycle Is Now Open

The Texas Water Development Board has officially opened the application window for the State Water Implementation Fund for Texas (SWIFT) loan program, one of the state’s most impactful financing tools for longterm water supply development.

If your community is planning a water supply, conservation, or infrastructure project included in the most recently adopted State Water Plan, this is a critical opportunity to secure lowinterest, longterm financing designed specifically for Texas political subdivisions and nonprofit water supply corporations.

Key Deadlines

  • Abridged Applications Due: February 2, 2026 at 5:00 PM CT
  • Full Applications (by invitation): Summer 2026

Eligible projects include:

  • Water conservation and reuse
  • Groundwater and seawater desalination
  • Pipelines, reservoirs, and well fields
  • Water rights acquisition
  • Other recommended water management strategies with nonzero capital costs

SWIFT offers:
